There are some scroll designs in the Carbide Create Library.

You should be able to draw up any sort of design you might wish using Inkscape or a similar program.

There are also ornamental fonts which one can use to add such features to a design.

Do you have an image of the sort of thing which you want?

There are a lot of images around, https://www.google.com/search?q=scrollwork+stencils&source=lnms&tbm=isch&sa=X&ved=0ahUKEwiywNSLibHbAhUB6YMKHY0wCxsQ_AUICigB&biw=1400&bih=759&dpr=2

There are many out of print books/catalogs of scrollwork stencils that have been scanned and are easy to find excerpts from.

Vectric has a lot of resources as well — be sure to check on them.

What you want to google image search is “embellishment”.

Link for lazy people like me.

EDIT: It has been bugging me all day. The key word to search for is “flourish” or “flourishes” to get the fancy swirly thingies.
