In general, if the bit is chattering should the feed rates be lowered and/or the RPM increased?

Feed rate too high, lowering it is the suggestion there — assuming your machine checks out per http://docs.carbide3d.com/general-faq/machine-operating-checklist/

Thanks Will. I suppose there is just a bunch of testing/playing that needs to be done to find the sweet spots.
