How do you add these bits to the tool library? (I know how to get there, just not how to decipher what all these values are)

I’m afraid Carbide Create doesn’t directly support such endmill geometries.
You can enter them as ball-nosed endmills, and if your part geometry allows they will then work, but if it doesn’t you’ll clip things off at the angle.
