Can't change center of rotation with mouse?

The manual says “The rotate too will allow you to rotate selected vector paths. This tool is
extremely versatile as you can change the center of rotation using the X or Y fields if needed. If using this tool artistically you can move the center of rotation with your mouse.”

It does let me drag the center, but it just jumps back after releasing the mouse button. I have tried with modifier keys as well. What am I missing?

Same. Only works if you type in the numbers. “Artistically??”

Since using build 764, dragging the center of rotation, snaps back after releasing. The x-y coordinates update while dragging but also return to the original values. I can manually type in the coordinates and it will stay. Am I missing a trick to lock it where dragged?

this has been noted as a bug.
