This maybe a Windows issue, regardless I am not figuring out why this is happening. Circled in blue of the screen shot. I keep having to minimize and maximize the program to either scroll, or have the transform, tool path etc buttons not squished down to where I can barely click on them.

I am on Windows 10 Pro
What screen resolution does your computer have? The file you uploaded is 1920 x 1080.
What screen scaling do you have set?
Note that Carbide Create requires:
Screen Display: 1280 x 1024
so if you have screen scaling set to any value greater than 100% your display will not meet the minimum system requirements.
Go to Settings
System
Display:
and under Scale & Layout set Scale to 100%
