Cant get the outside line to light up

I got a file from a person, it was the 4 houses from Harry Potter, 3 of the designs work great but I have one that when I try to highlight just the outside line so I can cut out the project the whole design lights up. any way to fix this? I have followed the outside line it doesn’t not touch any other line.

Is the outside line grouped with the other elements? If so, ungroup it, which will allow selecting it separately.

If that isn’t it, upload the file?
