So my model 3d looks great but I can not get the toolpath to match. Appears its not getting deep enough. What am I doing wrong?
You need to use tooling which is small enough to fit into the spaces — this is why outlines are usually done using the 2.5D toolpaths.

You were correct. I needed to increase the stroke feature in photoshop to make a 1/4" bit fit.
