I am designing a piece using metric units, but needed to enter a new tool, and was offered the option of entering the data as Imperial or metric units. As the data sheet was in Imperial, I selected that. This somehow crossed things up - the data is corrupted after entry and saving into the database and can’t be corrected until you delete the tool and enter it in metric units. That worked fine for me.
You are running into this bug:
Until it is fixed, the units of your project have to match the units of the bit when you are adding or editing them.
