I have the Carbide3d Cribbage Kit. It has a 9/64" bit included in the kit. Is that bit in the C3D Shapeoko tool database or do I need to make a custom tool?
If a custom tool is required what is the recommended F&S for that bit.

If you have any difficulties with that, that us know and we’ll dig into it with you.
I followed your link. There are multiple versions of cribbage boards. I downloaded them and looked at the tool paths. All of them just say cribbage bit. The user @jellyfish has a cribbage project on cutrocket.com and his design uses a 1/8" end mill to cut the holes.
The bit that comes with the kits says 9/64" on the label. That is 0.140625" diameter of the C3D bit. The tool paths do not define the cribbage bit. I suppose it was a custom tool in whoever created the files.
One of the design files design2 has a drilling tool path. Here are some of the parameters.
Most of the files are in metric so I picked one of the circles for the pegs but they seem to be grouped. So I used the measure and they seem to be 6MM across. 9/64" = 3.5MM is the drill/endmill diameter and the actual pegs measure 3.44 MM. I moved my caliper to 6MM and that would be a very large hole compared to the peg and drill.
What would the recommended diameter of the peg holes need to be? Should I use the drill tool path or a pocket tool path to get bigger than 3.5MM that the bit is?
The whole point of the cribbage kit is that the tool matches the diameters of the pins so that a drill toolpath may be used.
Feeds and speeds and tool settings should be in the project — just use one as a template, or import it to get those settings into a new file.
c3d_cribbage_drill_template.c2d (44 KB)
then edit the toolpath to apply it to the selection of circles which one wishes to use to locate holes.

I use the drilling bit from IDC and adjust holes accordingly.
