I had CC 854 installed. I went to open the library and it was blank. I opened the data directory and navigated to the library folder and nothing was there.
I downloaded CC 853 and installed and the library was there. Was this an oversight for 854?

Sounds like a perfect time to push all the library elements into the data directory & stop imbedding them in the executable. 
That would then require us to manage/keep track of whether or no they have been installed and so forth — I’m pretty sure this is the first time this has happened, hopefully it won’t be repeated, and given the negatives (wholesale copying, accidental user deletion, &c.) I would be surprised if this changed.
Each version would still install the latest version of the library.
Users would need to know that custom elements belong in their own unique folders so they don’t get overwritten. Same could be done with the tools & macros (in both CC & CM).
It would get some bloat out of the .exe. and make customization simpler.

What folder are these library design elements supposed to be located in the C: drive?
The official elements are internal to the application, the additional customized ones are placed in sub-folder in:
C:\Users\<YOUR USER FOLDER>\AppData\Local\Carbide 3D\Carbide Create\library
