The bolt goes through the plate, then passes through a washer and then threads into the eccentric nut. So the eccentric nut is the part you hold with a wrench while using an allen key to turn the bolt until you can see it has no more threads inside the eccentric nut. Then pull the bolt out and the washer, and v-wheel will fall out and you can pull the eccentric nut out of its hole to inspect it and clean around the plate.
