Trying to cut a .26 in pocket 13 inches long with a bottom depth starting at .125in and ending at .26in .
this is used to hold small .25 inch x .25 inch stock 13 inches long. A plane will be used to taper .25in stock .

I would tip the stock (shims) and cut a flat bottom pocket.

This can be done using Carbide Create Pro:
First, model the stock:
Then subtract the 0.125:
Then subtract down to the balance to get the 0.26" total depth at an angle:
Then model things to the base height:
Then the pocket can be cut using a 3D toolpath — doing this partially so that the profile of the cut can be seen:
