Depth of cut issues

So I have my Shapeoko 3 close to being dialed in. The last issue I’m facing is the machine cutting deeper on one side more than the other. I have a supplementary waste board and I have milled it down already. This is where I think my problem lies. I milled it down and then checked the cant/level of the machine in a 360° sweep. I am going to take the supplementary board off and work off the bottom waste board. So here is my question. I am using the drilled and slotted arm with 2 end mills clamped in each end to do a 360° sweep to check the gap but the arm seems to be not perfectly level and its hard to keep it level once I get it where I want it using 123 block. What are other options to square the bit with the surface and have it precise or am I going about this wrong? I will attach pics to help with visual.

I’ve seen people get good results with a piece of 1/8" or 1/4" round metal stock bent so that you have a sorta “Z.” Chuck the tail end of the stock into the collet so that the lead-in part is pointed toward your spoil board.

I don’t think it should matter. Any misalignment in your measuring device should transfer around equally as you rotate the router collet.

Checking the waste board with a spirit level only shows whether the waste board is level, not square to the machine.

With the part you are using it does not have to be straight or level. Just set it so that the outside bit is slightly above the board leaving a small gap that you can see. (not actually touching).
Then rotate the spindle by hand without touching the wood (homemade tool) part .
Watch the gap under the outside bit. Does the gap between the board and outer bit end change when rotated to different position?
