I have made cribbage boards without issue but now my shapeoko with a .25 bit making a .25 hole goes down and then goes around making the hole too big. I’ve tried changing the tool, recalibrating, deleting everything and starting over bit it continues to make a circle instead of just strait down and up.

Sounds like you might have selected the wrong tool in Cc or picked the wrong tool when inserting into the router. Double check both. A drill tool path should just stay in one location and drill down without running around in a circle.
i used a 1/4 bit, I don,t see a drill mode
The no offset contour toolpath is putting the center of the tool on the circumference of the hole. This makes the ‘drilled’ holes oversized by 2x tool radius.
You might have used contour toolpath with inside offset if your holes are slightly larger than the tool. The ‘drilled’ holes would then be the designed diameter.
