Hollowed Pocket Letters

Hello, I am new to CNC and slowly making progress. I am currently working on a project where I would like to make the words “WE SUPPORT” and “TO THE UTMOST” raised against the background. I currently have them pocketed out. I would then like to hollow out the three dimensional letters allowing me to pour a colored apoxy in them. I have two questions:

1. How do I create a vector to create the three dimensional letters?

2. How do I hollow out the three dimensional letters?

I have attached the file so far with what I have completed. I am at a standstill right now for moving forward. I have also attached a colored jpeg to demonstrate what I am trying to replicate to help anyone who can help me understand what the end goal is.
