So I’m posting this in case someone runs into the same problem. The fix is simple but the snag had me hung up for about an hour. I’m using AI CS4 and exported dxf files for import to CC. I took a file and split it into 5 files so each layer is a separate file, aside from my outline layer which is in every file. The outline layer is used for registration of the other elements when importing and then deleted after registration, aside from the last one which I keep. Now I was importing files and the part/layer that was unique to the file was movable but the Outline was not. Perplexing to say the least. What was happening was I had LOCKED the Outline layer in CC so when I imported the file/layers CC was stacking the “Outline” layer contents into the locked layer. That’s why I couldn’t move it. Yes I feel stupid so please learn from my ignorance.
