Missing tool library

I’m new to CC and trying to access the tool library. I have tried Help-About-Open Data Directory then opened both Font and Tools but there is no content. What am I missing? TIA

Only user libraries will show up there — duplicate an existing library or create one of your own.

Use one of the two buttons at the bottom left:
