My zero position for Z is consistently off

I have a 5Pro with Bit Setter and 65mm spindle. I’ve been having difficulty with my zero position on Z at top of stock. After I set zero positions using the paper method, I find that rapid to current Z results the bit being about 1/16 - 1/8 below top of stock. I’m not sure what I’m doing wrong, but it happens every time making a mess of my hybrid table. Below is a series of photos I took while attempting to zero my machine. The first is the bit position just before I begin press zero X, zero Y, zero Z. I’m pressing each one individually rather than “zero all”, no reason, just doing it that way. The second photo shows X, Y and Z position in CM before pressing zero. The third shows position after XY zero in CM and Z before I hit zero Z. Once I zero Z, the machine does its thing and returns to XY zero position. I jog off the stock and then rapid to current Z. What you see in the fourth photo is where the bit ends up. Any ideas would be helpful as I’ve been struggling with this. Thanks in advance!
