I feel so stupid. I’m following the suggested projects on the website. I am doing coasters. My one objection - it sounds like he is giving instructions in Apple, while I am using a windows lapt0p. Maybe that is the difference. with reference to layers, I cannot assign a selection to a new layer. I do the offset vector as instructed, I have a second layer entitled chamfer layer (color green). But when I go to Move selection to layer, nothing happens. I am stuck!
It may be easier to create a new layer, then select the items. Go back to the layer manager, and right click on the layer you want to move the items to, and select Move selection to layer.

Type L to open the layer menu, hit the “plus” button to add a new layer, and name the layer.
Hit OK, to close the Layer menu,
Now select the vector or vectors you wish to move.Hit “L” to open layers menu,
Click on the 3 dots.

In current versions, the Layer functionality is persistent:
select what you want to move to a layer:
click on the gear icon for the layer which you wish to move to:
and choose: “Move selection to layer”
when you deselect it:
it should show as being on that layer.
