Question on finishing passes

I’m making a project where I rough it out with a 1/4" flat end mill and then try to do a finishing pass using a 1/4" round end mill, but the finish is not smooth. It’s designed with Fusion 360 and I use the BitSetter to ensure the z-zero is matched. Should I do smaller steps? Any other ideas? Thanks.

Yes, increase stepover so that each pass is closer together.

Are you leaving material with the roughing pass? I typically leave 0.02" for the finishing pass with a ball end mill. And you can fly with the ball end mill with about a .005" to .010" stepover at 100+ IPM.
