I have relocated the Bitsetter below the waste board surface on my Shapeoko 5 to clear the sweepy vac attachment if cutting in that corner. Note, I have offset my gantry to allow 3.5" of Y axis over-run for joinery or oversize machining. I also made a larger Bitsetter button to accommodate my 1.5" dia surfacing bit; that way I don’t have to disable the Bitsetter when using the surfacing bit.
I built an aluminum relocation bracket to allow me to use it while cutting 4x4 Sheets.
You can use a bit setter with a 1.5” bit without an issue. There is no need for the bit to contact the center of the button. I set mine up with a v bit to contact the back left corner. Did the same for years on s3.
You just need to line up the cutter with the button.
My surface bit inserts only contact the surface on the outer edges

The flat of the bit setter is 7/8” dia. If you x enter close to the edg of the bit setter like I said a 1.5” diameter but works just fine. I do it daily with a 1.5” surfacing bit.
