The rest machining part of the operation is cutting the complete pocket. I enlarged the pockets and the simulation shows it only cutting the desired areas. Also I see you have tabs. You don’t need to have them if you are not cutting all the way through the material

I think you are running into this bug:

If you set the ‘Previous Size’ to 3/16" (4.763 mm), it looks like you get the right results.
