Can you transfer tool libraries between computers?
If the tool libraries are version 5,6 or 7. You open CC and in the Help Menu you pick About. Then open the data directory. Go to Carbide Create and then tools. This is where your custom tool databases live. Simply copy the databases there. Restart CC and you should be able to see them.
Maybe some version 4 versions work but some where along the 4 version they changed the format of the tool libraries. You can find the change logs and see where the change took place.

You will have to look around for the other versions.

Yes, as noted they are .csv files stored in the tools folder in the data directory opened by About | Open Data Directory
