Weird unnecessary toolpath

Hi all,
I am trying to creating the popular whiskey fog hats. I am cutting a circle out, prior to that I am removing 1/2" material around the outside of the circle to create a chimney. To do that I have 2 circle vectors, I am selecting one, then holding shift to select the other then using the pocket toolpath to hog away the material. As you can see from the simulation with the toolpaths, it is doing a lot of up and down and very few steady cuts. To me this cut should take 4-5 minutes at max, but it is taking over 15. Any ideas. I would like to create a bunch of these for gifts, but not if it is going to take me this long.

It should be noted, if I remove the center circle and just pocket the whole outer circle it does it fine. This is in CC 6 or 7



This seems like a case where the distance between the two circles is exactly an integer number of stepovers, so the math rounding produces those silly interrupted lines (hence the unnecessary movements). If you change the stepover ever so slightly, this should go away
