The lines in question are open/not joined.
If the Join Vector command won’t work to close them, post the file here and we will walk through closing it with you.
I suspect the problem is one section of the drawing was made in a different direction and that affects which side of the line the offset is referenced from.

I couldn’t see any breaks, even when zoomed way in, but in the general area of the two points I used the Join Curves command and voila. The funny thing is is that I used the Group command on all those lines and curves to make one contiguous entity in my CAD program and that command never works if there’s the slightest break anywhere. Strange.
Group != continuous polyline/curve.
