Been fighting some issues with the Z-plate. Is this wheel supposed to turn freely or be locked down tight? If I tighten it at all it locks down, I have it slightly loose so it can spin but it doesnt feel smooth, like, that’s not its intended design

Nope,
That’s meant to be locked down as the belt anchor to make the Z go up and down.
Stick a drop of medium threadlock on it if you have any and tighten it back up.
