Adding a new bit to the library

What are the steps to add a new bit to the library. I have a 1.5” surfacing endmill to add

First, create a new User Library, then add the tool.

Note that it is best to have the decimal separator set to period.

Is it possible to edit the library to remove un-needed selections?
I don’t need the Nomad or HDM sections and those just push the ones I do want to the bottom.
