I have the new Z plus, bit is not going low enough. See photo attached. Do I need to use 2 waste boards?
Router is mounted at its lowest point.

What came out of previous discussions here on this topic is that at this point you either need to add an additional layer of wasteboard as you mentioned, or if you feel like doing so there is an option to mill an adapter plate that will lower the router mount:
