is it possible to Bore a 4" high Cylinder with a conical bottom from a 4-1/2" Round piece?
I am trying to purchase a machine that can do this at a minimum.
Please let me know if you think it is possible -

Could you upload a photo showing the part you are trying to cut?
If I understand your question, I think a lathe will be the best way to make that piece.
You want to make a hollow 4" tube with a conical bottom like below.
yes I should have added a sketch. - see below - 4" diameter, 3/8" wall, 4" high, open top and conical bottom (front face shown is the cone and goes up approx 1").
My next question will be about the tabs
I don’t see anything conical in that picture. Is it a very shallow angle?
But yes, you can make that part on a 3 axis mill with 3 setups.
A 4 axis mill, or a mill-turn machine would be ideal for this job.
Regardless, it will require a jig/fixture if you’re making many of them.
