So I changed this value here (circled in red) from .197 to .157 and that seemed to have worked. I tried changing the other value from 20% to 15% to 45% and it did nothing but this seems to have done it. Not sure what is going on or what this value even means.

This means you set the stepover to 0.197 of an inch (I am assuming your project is in inches). So it’s a specific value rather than a percentage.
