I’d like the ability to create toolpaths that consist of M0 or M1 plus a message. So, no object needs be selected, but the M command would be written out to the Gcode based on the order of the toolpaths being written.

What sender are you using that shows custom messages?
CM doesn’t do a very good job of it, but it shows it as the line of code executing when the job is running:
CM could be enhanced to display it better without too much work I think, since it already stops there.
