Add an option in CC Pro when you are exporting toolpaths as GRBL for the tool change to be an M6 tool change (Standard GRBL tool change) so that an ATC can be used.
That’s just a matter of selecting a post-processor which supports tool changes — the Standard Carbide 3D Shapeoko post-processor should work for that.

The GRBL post-processor is only for basic GRBL, which cannot handle an M6. If you want tool changes in the G-code, you’re better off using the Shapeoko post, which outputs much more generic G-code.
