what I’m trying to do is cut the taper from the outside border to the raised taper relief
In order to make this angle you will need to make some extra geometry.
First, model the flat surface:

Then measure the taper:
to get the dimension which what will become the centerline will need to be inset:
Apply
then shift click on the outer edge of the taper to add it to the selection:
Then model the angle to subtract:
which models as
Then, it is a matter of modeling the balance as Equal:
Apply
Note that usually, such designs are set up so that it is possible to simply cut them as profile toolpaths using suitable tooling in succession.
