Cutting Pieces Out of a Picture

I have been asked to make a sign and was given a file of what this sign should look like. The request is to have the pieces cut out and glued to another board.
The issue im having is when i import the picture there are double lines and that ‘thickness’ makes the pieces very small almost not existant at the project size of 16" wide. I can manipulate it to be better by adjusting the ‘offset direction’, however its still poor.
Is there a way to import the file without tracing it so that i get ‘one’ line and not ‘two’ if that makes sence.
The flower and leaves are most of the issue i have.
Thanks for your time
