Carbide Motion should do this and automatically manage a re-start:

What a great new feature! When surfacing off a plug from an inlay, I can be conservative and leave 10 or 20 thou, Next I set the Z zero 10 thou lower than the previous run, start at the last pass and be done in a fraction of the time! Awesome!!! The only thing that was not intuitive was after restarting and measuring the tool again, the spindle starts, the spindle repositions and just sits there until you click on Start. Anyway, thanks!
