I looked into it a few years back and found Beckett Packaging sells Grip-Paks in smaller quantities, but at the time, they did not offer all of the bit holder sizes I wanted in the “micro” (10 or 20) quantities, so I didn’t get any, but I did get a few samples, and they are very nice. I will be getting some when I get back around to organizing my bits larger than 0.125" diameter.
EDIT: And the nice thing is if you get the containers with the same ID, you can mix and match the length of the containers, so you don’t have to worry about getting a 3" for your 1/8" bits AND 3" containers for your 1/4" bits. You can get an assortment of lengths and swap them with the specific diameter caps as needed.
