Does Carbide Create have a line snap feature like in Rhino and Fusion where you hold the shift key and the line snaps to plumb and or level?

No, Carbide Create does not have such a constraint.
I usually draw against the grid which does afford such alignment, or one can arrange objects with nodes the desired alignment, or draw rectangles and then use Node Editing or Trim Vectors to reduce them to what is wanted.
