All screws are tight. The only thing that is suspect is the stepper motor on the left side allows slack motion 3/32” in movement.
The one on the right does not.
I don’t see anything to adjust that. The motor is letting the shaft turn. This with machine on during this test.
Should it move at all?
When powered on, all the motors should feel - ‘locked’ in position. If one is easy to move, then the problem could be the wiring, the control board, or the motor itself. For Shapeoko machines, wiring is by far the most common issue.

Verify that the pulley set screws are securely in place on both Y-axis pulleys.
If they are, then power down, remove both Y-axis belts, then put a bit of tape on the pulleys (so as to more easily see their rotation), then power up, connect to the machine and initialize — when it gets to moving the Y-axis do both motors turn evenly and in synch?
