I can’t figure out what I am doing wrong. The preview shows little portions not cut around the pocketed letters. Any guidance would be appreciated.

You pocket initially w/ a 1/4" endmill:
Then the Rest Pocket uses offset geometry:
which is 1/8" of an inch from the letters:
Instead, it should be the radius of the smaller tool:
