Is there a way to break the vector

Hello everyone here is a picture of some thing I’m trying to make I can’t figure out how to make a pocket to the left and right of the state of New Hampshire so that the state and the letters end up raised up.

Instead of like this

Easiest way to do this:

• select the two background halves
• join vectors until they are a closed region, or edit so that it it is all straight lines
• duplicate the state outline in register (copy, then paste w/ the cursor not in the drawing area)
• Boolean subtract the duplicate state from the background
