As a guy that has a background in Illustrator and Photoshop I find the CC “layers” UI cumbersome. I would be beside myself if the layers window (1) could always be open, (2) there was an icon for lock/unlock, hide/show, (3) window was resizable.

Indeed! But requests help them decide what enhancements to make when they have resources to do them.
