New VFD stuck at 23,820 RPMS on display?

Ok, broke down and purchased a Carbide VFD. (Broke more ways than one!) No matter what the speed in the file the RPM’s read 23,820 on the meter for any RPM code sent whether M3S10,000, 18,000, 25,000 etc. Showing up properly in G-Code, and the router doesn’t sound any different at 10,000 or 25,000. Any ideas anyone?
