Full Depth does just that — plunges to full depth in one go.
Peck w/ retract goes in, then pulls out a bit, then in again.
Full retract does the same, but pulls out completely.
Which you use depends on how much of issue chip clearing is.
When drilling it is a good idea to retract to extract chips from the hole. The bit may throw some of them up out of the hole but if it is a deeper hole they get trapped and heat the bit and can burn the hole internal. It is like using a forstner bit you drill some and pull it out to remove the chips. Same applies to CNC drilling. There are speciality bits for drilling on a CNC. Drilling into wood needs speed much lower than a router/spindle can do. So it is always a compromise between drilling with a regular end mill and a speciality drill bit. If you are only going to make one cribbage board then it is not worth it to buy speciality bits. But if you are going to make a bunch it is worthwile to get a bit specifically for drilling on a CNC.
IDC woodcraft has a bit that works well for drilling full depth. I just did 2 boards with 150+ holes in each with no issue.
