Relief Carvings from Photos

I know this topic comes up from time to time, but there isn’t an open thread so I’ll ask it again. My basic question is how do I go from a depth map (an array of depths) to gcode in the simplest and cheapest way (preferably free) software wise?

Here’s what I’m trying to do. I got a friend who’s an expert in 3d modelling from the film industry. He’s got tools to generate a 3d model from an image (not an intensity map). I’m challenging him to create one from a favorite photo and knowing his background I don’t doubt he can do it. From his depth map, I want to carve the photo.
I know this photo will not look right if it is a simple intensity map. I once did it on a laser engraver and with shadows etc, basing it on intensity would look bad, so I’m not looking for one of those pixel to cnc converters.

Even though I have this I am still thinking I want to go with the carbide software. Not sure if it may be simpler to use or not at this time.

@ehendrix, thanks. I just ran across dmap2gcode today. I was toying with the idea of doing my own gcode until I ran across this. I’ve seen some commercial software out that are supposed to be easy to use, but for just playing around they are bit pricey.
