I am trying to create a state topographic map of a state and unsure how to import the state outline. Iv managed to figure out how to get the grayscale portion but without bringing in the state boundary, it is hard to say where the boundary should be. Any advice?

Will it work to import that and adjust to match the 3D model — perhaps you could inset/offset to get the lines in-between to add or subtract from the model?
We would need to see what you have already.
