The first one is a bug. It’s been referred to as the “Depth First” bug. Pocket path offsets the outside shape by the stepover, and then sorts the resulting shapes into ‘regions’. In some cases it wants to cut the first region down to full depth, rather than cutting all the regions at the first depth, then moving on to the next level.
The 2nd one is normal behavior, although it could be improved. It just ordered the regions to cut that one last.
