Why is this not working? I am attempted for the circle to only cut into the stock (that is 0.75") 0.0125" (I wanted it to go to 0.25"). This was changed because it keeps showing it cutting through all of the stock. I have seen items on here that show these same parameters not acting the same.

You specified an angle of 80 degrees, nearly vertical — if you scale the height, then the subtraction will be to that dimension, rather than that angle:
