As Neil mentioned, you basically only have two ways to do this:

find a 3D model of a horse that you like, and then use some software to generate a grayscale heightmap from that. Our own @fenrus happens to have created a nitfy online tool where you load an .STL file (one of the 3D file formats), and it generates the PNG heightmap for you. He has a whole thread with all the details here.

or, find/purchase a grayscale heightmap of a horse, that someone else made. If you search for “horse heightmap”, you can find a few, they all look similar to this:
