Can't scroll down in "Alignment Tools"

When I open the Alignment Tools I can’t get down to Reference.
This is the only screen that doesn’t present a scroll bar.
Anybody have a suggest for how to fix this?

If you turn on the option for System scaling for High DPI screens this problem should go away:
