Yes.
One approach is to just cut the dark/light in the photo as a texture using Carbide Create Pro:

If that doesn’t suit, then one needs a way to interpret the photo’s use of dark/light to represent what the eye sees into height/depths.
Re-drawing or creating a model from scratch using some suitable tool.
Some folks have been experimenting with using LLMs for this.

I have not been able to reproduce any photos as those shown in that video. I believe the video was done using vectric software, CC does not seem to have that same ability. I have used sculptok a lot to produce stl models for 3d images of photos. However, not every photo is a good candidate. You’ll need to play around with the images to find a look you like. Sometimes you’ll also need to manipulate the photo too. My wife has told me some of the images I’ve done look like zombies.
